City Pet Ordinances

 
Being a pet owner has certain responsibilities. Some are required by Hillsboro City Ordinance, and others are simply a matter of being a good neighbor.

We encourage being a courteous pet owner which includes picking up after your pets while traveling the common areas and neighboring properties.

It is an expectation of all homeowners to carry a bag to collect droppings while walking your pet.

There are some Hillsboro City Ordinances that you should be aware of.:

Who to call. The JSHOA cannot enforce the following City Ordinances. Contact the Hillsboro Police Department, not the association management, for enforcement of these ordinances.

There is a Dog Leash Law in effect. Cats and dogs must be under your control at all times. The maximum number of pets allowed is three. You are responsible for cleaning up your pet’s messes on the common areas.  Be aware, dogs left out while you are not at home tend to bark continually. This is considered a nuisance under our CC&R’s.  It is also considered a noise disturbance under City Ordinances.

Ordinance 8.08.040 Dogs. Except as provided in Section 8.08.080 (licensed kennel) of this chapter, no dog owner shall keep more than three adult dogs on any premises within the corporate limits of the city. Violations may be reported to Hillsboro Police Department Code Enforcement at 503-615-6645.

Ordinance 6.04.050  Failing to prevent running at large prohibited. It is unlawful for any person to be the keeper of a dog running at large. A dog running at large can be reported to the Hillsboro Police Department at its non-emergency telephone number 503-629-0111.

Ordinance 6.04.080  Failure to prevent acts of nuisance prohibited. It is a civil infraction for any person to be the keeper of a dog which the person fails to prevent from being a public nuisance by: disturbing the peace, comfort, health or repose of any person of reasonable sensitivity by making loud, long, unnecessary and continuous noises.

Should you experience a problem with a barking dog, consider first contacting the dog’s owner to resolve the problem. Your next option is to contact the Hillsboro Police Department Mediation Program at 503-615-6651. Finally, you may call the Hillsboro Police Department at its non-emergency telephone number 503-629-0111

The police department will contact the dog owner. If the owner is not home, the officer will leave a door hanger informing the owner of the complaint. The key to a successful barking dog complaint is that the barking is loud, unnecessary and continuous.

If the problem continues, a complaint may be filed against the dog’s owner.
